PORTUGAL D2 VISA

A Path to Citizenship for Entrepreneurs

Minimum Investment
€ 5,000
Months Processing time
2-3 months

The Portugal D2 Visa allows entrepreneurs, freelancers, and independent service providers to reside in Portugal. The Portuguese government started this visa in order to raise external resources and investments to grow the Portuguese economy. This visa only applies to non-EU/EEA/Swiss citizens who wish to start a business or relocate their existing business to Portugal. You can also choose to invest in an existing business in Portugal. The Portugal D2 Visa is less known than the D7 Visa and the Golden Visa but can be a viable route to permanent residency and citizenship for those looking to work for themselves in Portugal

Salient Benefits of the Program

1

Visa Exemption

You are able to enter Portugal and the Schengen region with the Portugal D2 visa (26 EU countries). Without a visa, you are free to go about. You generally have the same travel privileges as all nationals of the European Union with a D2 visa. This is ideal for businesspeople who want to visit Europe to network and form business relationships.

2

Family Perks

With the D2 Visa, you do not need to leave your family behind. With this visa, you can live with your family and they will have the same residency rights as you. This includes a spouse, minor siblings, dependent children above the age of 18 who are in school, and children under the age of 18. Family reunification gives your family the same rights as an individual, including the ability to get permanent residence and tax benefits. If you have family members who are part of the programme, you will need to provide proof of your link.

3

Tax Incentives: Non-Habitual Tax Regime

You can obtain a Portugal Golden Visa, Portugal D7 Visa, or Portugal D2 Visa to enter the country as a non-habitual resident (NHR) and take advantage of the favourable tax laws. You are able to change your tax residency to the nation under this tax system. You must not have paid taxes in Portugal in the five years before to the application in order to be eligible. This does not, however, apply to corporation taxes.

The advantages of this tax system are as follows

To support your application, you will need the following documents:

  • If your country and Portugal have a Double Taxation Agreement (DTA), you may be eligible to pay NO TAX on pensions, rental income, real estate gains, and income from non-Portuguese sources. Instead, you would pay taxes in your own nation. Where this is the case, Portugal and many other nations have a DTA.
  • Your pension income, including retirement savings and insurance, will be taxed in Portugal at a flat rate of 10%.
  • In Portugal, taxes on income from "high value-added activities" are 20%. This covers both employment and self-employment earnings from scientific, creative, or technical activities carried out in Portugal. You will nevertheless pay the same income tax. However, for other sorts of domestic income, you will be required to pay the same income tax as regular tax residents.
  • After your first ten years of residency, only your international income will be subject to tax.
  • Taxation may not apply to foreign interest, dividends, rents, or capital gains on real estate.
  • A wealth or inheritance tax won't be due from you.

Applying as an Entrepreneur

The D2 allows them to open any kind of business in Portugal or to open an arm of an existing business, which may be an easy route for those with established businesses. Unlike the startup visa, there are no limitations on the type of business: you could launch something in the hospitality or tech sector, for example.

Entrepreneurs will need:

  • A NIF or fiscal number
  • A Portuguese business bank account
  • To open a limited company in Portugal, known as an LDA, which can have one or several partners

Other requirements include:

  • Proof of financial means to run such a business or a document providing previous successful ventures or a loan from a Portuguese institution
  • If joining the startup program, a declaration issued by IAPMEI certifying membership with a certified incubator

Each of those things comes with an initial cost and then there are the ongoing costs of maintaining a company, using the services of an accountant, and paying taxes (corporation and personal) as well as social security.

Applying as an Independent Service Provider

The independent service provider, namely someone who provides services to Portuguese or international clients, is another category of people that can apply for the D2.

Some of the requirements for independent service providers include::

  • A work contract
  • Proof of academic qualifications or relevant experience in the field where you’ll provide your services
  • Proof that you are qualified to practice this profession, according to the ways the profession is regulated in Portugal
